Top Ten Policies and Standards for the Textile Industry in China since 2017
The 1st 2017 document was officially released
On February 5, 2017, the No. 1 document was formally issued in 2017. The document is entitled "Several Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening the Structural Reform of the Agricultural Supply Side and Accelerating the Development of New Agricultural and Rural Development." The contents of the document mentioned many times the layout and development of cotton industry, and proposed to adjust and improve Xinjiang cotton target price policy and improve the subsidy method.
China's cotton VAT tax rate will drop by 2% from July 2017
On April 19, 2017, Premier Li Keqiang presided over the executive meeting of the State Council. The meeting decided to introduce further tax reduction measures. From July 1, 2017, the VAT rate for agricultural products, natural gas, etc. was reduced from 13% to 11%. This means that the VAT rate of cotton as an agricultural product will drop by 2%.
46 new standards for the textile industry will be implemented starting from October 2017
In May 2017, the Ministry of Industry and Information Technology released the announcement No. 14 of 2017, which approved the issuance of 652 industry standards. Including: 46 textile industry standards. The new standard implementation date is October 1, 2017.

In June 2017, China Chemical Fiber Industry Association released the “China Green Action Plan for Chemical Fiber Industry Development (2017-2020)”, which clearly defined the seven development goals, tasks and safeguards in the eight key areas of the work. Seven silk industry standard plans have been approved by the Ministry of Industry and Information Technology
In August 2017, the Ministry of Industry and Information Technology released the second quarter industry standard system revision plan in the form of a letter of the Ministry of Industry and Information Technology [2017] No. 70, in which the silk (silk textile) industry has a total of seven standard plans.
New viscose fiber industry specifications announced
In August 2017, in order to better promote the structural adjustment, transformation and upgrading of viscose fiber industry, and achieve sustainable health, the Ministry of Industry and Information Technology announced the “Viscose Fiber Industry Regulatory Conditions (2017 Edition)” and the “Viscose Fiber Industry Specification Notice Announcement Measures, implemented from September 1, 2017.
51 national standards for the textile industry will be abolished
On August 22, 2017, the National Standardization Management Committee issued the Notice on the Second Batch of Plans to Repeal National Standards on the China National Standards Committee [2005] No. 64, of which 51 national standards for the textile industry were abolished.
The Ministry of Industry and Information Technology approved 80 textile industry standards
In December 2017, the Ministry of Industry and Information Technology approved 691 industrial standards such as "water-based anti-corrosion coating for steel structures". Among them, there are 80 textile industry standards.
Environmental tax will be implemented on January 1, 2018
As the first single taxation law to promote the construction of ecological civilization in China, the "Environmental Protection Tax Law" will come into effect on January 1, 2018. This also means that China's implementation of the sewage charging system for nearly 40 years will be withdrawn from the stage of history. Textile wastewater mainly includes printing and dyeing wastewater, chemical fiber production wastewater, hair washing wastewater, hemp degumming wastewater, and chemical fiber pulp wastewater. Among them, printing and dyeing wastewater is the main source of pollution in the textile industry, with an annual emission of approximately 1.13 billion tons (80% of the wastewater in the textile printing and dyeing industry), accounting for 6% of the national industrial wastewater discharge.
Nine Silk Industry Standards such as "Silk Cotton" and "Silk Silk" were released
The Ministry of Industry and Information Technology approved the issuance of 691 industry standards such as "Silk Scilla" and "Silk Scree" in the 48th Announcement of 2017, of which 80 are in the textile field, including 9 in the silk industry. The standard implementation date is April 1, 2018.
